Corporate Ownership
In July 2004 Veritas Capital
acquired McNeil Technologies and its subsidiaries.
Veritas Capital is a private equity
investment firm headquartered in New York. Founded in 1992, Veritas'
primary objective is to partner with experienced and entrepreneurial
management teams to develop leading companies in their respective
markets. As a long-term investor in the defense, aerospace, and
government services sectors, Veritas has established a Defense &
Aerospace Advisory Council consisting primarily of former high-ranking
government and military officials. The Council provides Veritas with
insight into industry trends from both a business and policy
perspective. Veritas’ principals bring over six decades of collective
investing experience through a variety of economic conditions.
With over a $ 1 billion in

Leadership Team
Ronald Thomas
Chief Executive Officer
He is an experienced Corporate
Manager responsible for the strategic direction and management of
McNeil''s overall business base. He is involved in the ongoing
development of the corporate infrastructure, directing business
development efforts, establishing contract and pricing strategies for
existing and new opportunities, managing quality oversight of McNeil
Technologies project work, and guiding the overall technical management
team in the conduct of their project operations.
He has more than 30 years of
expertise that includes building and operating competitive business
practices with the Federal sector in transportation safety, energy,
environment, management and information systems programs. He was
instrumental in developing business with the TSA for commodity,
passenger and baggage screening services.
Mr. Thomas holds a BA in Economics
from Gannon College and an MA in Economics from Georgetown University.
Gerry Decker
President
Gerry oversees all day to day
operations. His business development focus is on winning strategic
breakthrough contracts by offering creative, yet practical, solutions by
leveraging McNeil discriminators.
His 21-year career in the
professional services industry is diverse. He held a variety of
technical analyst, marketing, and operation positions including
operations research, management analyst, systems analyst, proposal
manager, capture manager, and VP of Business Development, contract
manager, division manager, and Sr. VP for Base Operations and Energy
Programs.
Key accomplishments during his
career include being a member of a 3-person management team responsible
for developing an Energy business from virtually nothing in 1993 to 25
percent of the corporation’s revenue and 32 percent of the profit.
Mr. Decker holds an M.S. in
Information Technology Management from George Mason University and a
B.S. in Business Administration, Operations Research Major, from George
Mason University.
John (Jack) C. Dulan
Chief Financial Officer
As an experienced corporate manager,
Mr. Dulan joined McNeil in 1998, bringing his in-depth understanding of
acquisition analysis, financial expertise and negotiation skills to a
team that includes more than 1000 employees in 24 locations worldwide.
As McNeil’s CFO, he is responsible for the accounting and finance
functions of the company.
He has a broad range of experience
in all aspects of the accounting and financial functions of small to
mid-size government contracting companies. His expertise includes
day-to-day accounting/finance operations, acquisition analysis and
procedures, integration and customization of new accounting technologies
and practices.
With his oversight McNeil’s
financial growth rose from $7 million in 1997 to more than $100 million
in 2005.
Mr. Dulan holds a B.S. in Business Management from Virginia Polytechnic
Institute.
William Herrold
Executive Vice President, Program Support Center
William Herrold is partner and
Executive Vice President for Consulting Services at McNeil, a position
he has held since May of 1996.
He has been involved in government
contracting for 30 years, promoting U.S. science and technology
interests, and providing program management support to both federal and
private sector clientele.
Under his leadership, McNeil has
become a major contributor to the compilation, analysis and
dissemination of data and information in support of U.S. Energy Policy.
Mr. Herrold designed and implemented
corporate-wide systems to ensure the highest quality performance in the
development of technical products; in project management; and in
personnel development and growth.
He possesses a Master’s degree in
Political Science from American University and a Bachelor’s degree in
Political Science from Union College.
James “Spider” Marks
Senior Vice President, Intelligence and Language Center
He has 33 years of experience in the
Intelligence field specifically in the areas of OPSEC, OSINT, HUMINT,
and the Global War on Terror.
Major General James Marks retired
from active duty in October 2004 after more than 33 years of service to
our country.
His awards and decorations include:
the Distinguished Service Medal, the Defense Superior Service Medal,
Legion of Merit with one Oak Leaf Cluster, Bronze Star, Defense
Meritorious Service Medal, the Meritorious Service Medal with four Oak
Leaf Clusters, the Army Commendation Medal, the Army Achievement Medal
with one Oak Leaf Cluster, the Armed Forces Expeditionary Medal, the
Global War on Terrorism Expeditionary and Service Medals, the Korean
Defense Service Medal, and the NATO Medal.
Mr. Marks holds a Master of Arts
degree in International Relations from the University of Virginia and a
Master of Science degree in Theater Operations from the School of
Advanced Military Studies and earned his B.S. at the United States
Military Academy.
