 American-Buddha Librarian's Comment:  What Douglas Adams is saying is that the Illuminati are very, very obvious, despite the fact that most people claim they can't see them, and they are a figment of our imagination. They are absolutely everywhere.  My, God, you'd think they were Masters of the Universe, an illusion only made possible by everyone else's willing disappearance of themselves. Their power over us comes by convincing us towards nihilism.  Nobody stops to think that by saying "yes," i.e. "no," they are throwing themselves into the sun.

The problem is S.E.P.'s.  Douglas Adams describes an S.E.P. as "something that we can't see, or don't see, or our brain doesn't let us see, because we think that it's somebody else's problem. That's what S.E.P. means. Somebody Else's Problem. The brain just edits it out; it's like a blind spot. If you look at it directly you won't see it unless you know precisely what it is. Your only hope is to catch it by surprise out of the corner of your eye." 

This is due to rods and cones.  Rods, which can only detect differences between light and dark, are more sensitive to light than cones, which detect color. When you look directly at something, light from that object falls on an area mainly made up of less sensitive cones. If you look slightly to one side of something faint, it can be seen much better because the light from the object falls on areas of the retina that have more rods.  See "Eye," by Wikipedia.
