SUBJECT:
Counter-Resistance Techniques (U)

(U) My December 2,
2002, approval of the use of all Category II techniques and one Category
III technique during interrogations at Guantanamo is hereby rescinded.
Should you determine that particular techniques in either of these
categories are warranted in an individual case, you should forward that
request to me. Such a request should include a thorough
justification for the employment of those techniques and a detailed plan
for the use of such techniques.
(U) In all
interrogations, you should continue the humane treatment of detainees,
regardless of the type of interrogation technique employed.
(U) Attached is a
memo to the General Counsel setting in motion a study to be completed
within 15 days. After my review, I will provide further guidance.
